This is highly professional programming work responsible for developing, coordinating, implementing, and administering the City's Enterprise Geographic Information System (GIS), customized and in-house GIS applications.
Work involves evaluating, analyzing, designing, and developing (coding) GIS Services, Programs and Systems, tools, databases, layers, shape files, and graphics, such as auto-cad, photos, documents or 3-D images, which support City programs and services requiring spatial and/or location databases and information. Assists and provides support to enhance, expand, and maintain the GIS of the City of Miami. Work may also involve the management of vendor or third party staff and contracts.
The individual in this position supervises and evaluates technical staff and reports to a higher level administrator. The exercise of independent judgment will be routinely required.
Essential Functions
Designs, develops and implements customized GIS applications, systems and solutions which includes hardware, software and peripheral equipment.
Performs business, technical and data analysis.
Creates new business applications using ESRI tools, where applicable, creating enterprise solutions that share data across multiple departments and media.
Meets with business and system users to gather and document the most advanced geographic information systems technical and business requirements and their proper workflow toward the creation of GIS layers, structures and applications.
Provides application and data specification documentation, application design specifications, creation of test plans and scripts for application testing, development of maintenance solutions based on established process, workflows and requirements.
Uses established business requirements and work flows to develop prototypes, designs, developments, test plans, and to test to implement spatial datasets, layers and features containing geometry in the form of points, lines and polygons.
Makes formal or informal presentations and recommendations to properly articulate findings during the application and data development process in the form of white papers, project updates, and decision papers.
Designs, creates and handles GIS based Vector data based on geometry in the form of points, lines or arcs and polygons. Designs, creates and handles Raster data, photo based information, such as oblique's, aerial photograph, satellite images, mosaics, orthophotography, LIDAR and Color-infrared data.
Evaluates data relationships (Spatial and DBMS), data or layer application, projection and overall usability of GIS information.
Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images in order to design, develop, validate and correct topographic maps, and related charts.
Examines and analyzes data from GeoDatabases, ground surveys, reports, aerial photographs, and satellite images in order to perform data extraction, remote sensing, layer alignment or correction toward the creation, modification and proper maintenance of GIS information.
Recommends modifications to programs, systems, or standards in order to improve their overall effectiveness, and works with users to ensure development of timely and useful information systems.
Updates or creates documentation and metadata for new and existing programs, processes and GIS information to conform to GIS Standards and approved revisions.
Trains customers in the use of new software and hardware.
Coordinates projects with other department personnel, internal and external GIS resources and Technical and User Steering Committees.
Performs troubleshooting and production support assistance of GIS Systems and applications as needed.
Examines and analyzes GIS based data and information from ground surveys, reports, aerial photographs, and satellite images in order to prepare quality assurance and control plans.
Interprets geographic data to ensure correctness, alignment and proper use for the creation of topographic maps, aerial-photograph mosaics, and charts, maps, layers and graphics to be used by the City.
May be required to travel to represent the City at vendor user conferences, GIS related shows, training and on site visits to other government agencies.
Conducts public demonstrations of GIS, from time to time for the general public, government agencies, City Management and other interested groups.
Assists GIS Supervisor in the development of GIS Fiscal Budget and budgeting and cost analysis during project planning by working with vendors to obtain quotes and information upon request.
Performs data analyses on spatial and tabular data to produce reports, maps, graphs, and/or charts as requested by management, user departments and external agencies in either hard or softcopy formats.
Communicates and coordinates with Administrators to analyze and evaluate GIS applications and systems development, troubleshooting, server related software upgrades and patches, programming specifications and roll out.
Assists in the preparation project documentation using PMI methodology to develop scope definition, work breakdown structures, activity lists, resource requirements, activity sequencing, activity scheduling, risk and quality analysis, and monitoring application development during GIS projects. Examples of this documentation to include logic flow charts, business use cases, project plans, PERT charts, work breakdown structures (WBS), GANTT charts, CPM, Diagrams or decision tables as guides to ensure proper analysis, design and smooth project implementation of GIS Applications.
Works with outside vendors and/or contractors to ensure systems and services meet City needs and contract specifications.
Ensures application of "Best Practices and Standards" with regard to GIS policy, procedures, application and mapping development.
Ensures enforcement of GIS and ITD policies and procedures with regard to GIS data, map and application development.
Researches industry trends, standards, tools and software to maintain and further develop a solid and competitive in-house level of GIS expertise.
Oversees available GIS software and hardware from all vendors to identify trends and needs for expansion, upgrades, or replacement.
Supervises, mentors and reviews work tasks and assignments of assigned GIS staff in order to ensure projects are completed on time and to specification.
Attends GIS team meetings and updates project manager in a timely manner on the status of assigned projects and any issues being encountered through verbal and written reports as needed.
Provides technical support and assistance to GIS user community; educates users on capabilities of GIS systems and their application; provides user's operational training and guidance for programs and services; provides and/or coordinates user training as needed.
Performs related duties as assigned.
Minimum Requirements
Bachelor's degree in Management Information Systems, Computer Sciences, Engineering, or a closely related field and four (4) years' professional experience in the analysis, development and implementation of complex GIS programming systems performing all steps of the development life cycle; related experience should include programming experience in Visual Studio, Framework, VB.Net, ASP.Net, SQL, Visual Basic, Python, VB Script, C#, C++ or other high level computer programming language.
OR
An equivalent combination of education and experience beyond a Bachelor's degree in an aforementioned or closely related field.
SPECIAL REQUIREMENTS:
Experience should reflect four (4) years of progressively professional GIS experience utilizing the ESRI ArcGIS product suite (ArcInfo, ArcEditor, ArcView, ArcSDE, ArcIMS, or ArcGIS Server/Desktop in the role of a GIS Analyst or GIS Developer; Required experience should reflect considerable experience performing all of the various steps in the development life cycle for GIS Applications (i.e., determining requirements, design conceptualization, detail design, development, testing and implementation).
Certifications such as the GIS Certification Institute's Geographic Information Systems Professional (GISP) certification are highly desirable.
Applicants selected to fill the position may be subject to undergo and successfully pass a City of Miami Police Department background check depending on the location of the assignment.
